Gentlemen: As a concerned Californian I am writing to recommend the prompt licensing at long-last of Units 2 & 3 of the San Onofre Nuclear Generating Station. I've worked in California as a chemical engineer for almost 20 years and have witnessed the growing demand for power. I've been impressed during this period with the relative reliability of power in the Southern California area. As the manager of a plant that was critically dependent on an uninterupted power source, I welcomed the competitive edge this provided over similar plants in the Eastern and Mid-Western sections of this country. I've been appalled at the rapid rise of power costs over the years but I have seen this as an inevitable consequence of dwindling natural resources. I hope we can avoid compounding this problem by emphasizing a "Zero Risk" philosophy which fails to balance these much studied, and restudied, and restudied un-likely possibilities of future problems with the overall risks that underlie alternatives (including the alternative of continued delay). I am on the Advisory Board for the State of California's " Hazard Evaluation System and Information Service". I believe that I have significant experience in.nticipating and quantifying (to the limited extent possible) future risks involving scientific decisions. My knowledge of the " facts" involved in permitting Nuclear Plants is very obviously limited to the information available in newspaper and semi-technical journals, but this certainly leads me to con-clude that these units should be permitted as promptly as possible. As a private citizen who is planning to retire in California - (approximately 75 miles from San Onofre), I am similarly convinced that your prompt action in permitting these plants will add to my overall financial and physical security. 2' The Santa Ana Register for July 28,1981, ' contained the article attached. Please read the article now, for I will take issue with several points made therein. First, I am a school teacher of the physical sciences at Garden Grove High School in Garden Grove, CA. I live about 35 miles from the San Onofre Nuclear Generating Facility. I have been interested in seismology, especially tne seismology of the San Andreas and its tributary faults, since I came to California more than 19 years ago. In the article, you will notice the usual nebulous words probably, g and could, etc. Energy demand and prices continue to skyrocket! We can set around doing nothing if we are not willing to take the minor risks we face in the development of nuclear energy. It is impossible to reduce to zero, accidental risk in any endeavor man undertakes ! Yet the " Anti-nukes" would have us believe that this is the only acceptable solution for the granting of operating licenses to nuclear power stations. However, a few ambitious people " feather their political nests" playing on the gullibility of the uninformed. If they really want to aid society, let them attack the highway carnage caused by drinking drivers! Today, the media can give an unknown politician or scientist notoriety over night! People in Southern California are overly sensitive to seismological activity because j they are not familiar with seismological research, and they lack the knowledge to understand the vocabulary associated with this research. Thus, anything uttered from the niouth of a scientist will be taken as " gospel" given the right media coverage! l What these scientists don't tell you in the article: (and I us#@e technique with abtdous words, ie: may, if, etc.) 1, We may not have a major quake for the next 100 to 200 years in Southern California. 2. There is no empirical evidence that the faults in Southern California and in the Gulf l of Baja are connected. We surmise this because all major faults seem to be related l to the San Andreas fracture zone, which appears to run into the Imperial fault and thence into Mexico on its way to the Gulf of Baja (Sea of Cortez).

3. Some seismologists now believe that the San Jacinto fault is now becoming the active branch of the San Andreas fault. Creeping along this fault has increased in recent years, thus releasing seismic pressures. E this is so, then the chances of a major quake along the San Jacinto fault would be greatly reduced.g

4. The Christianitos fault near San Onofre, and incidentally, all related faults, have i

not moved in recorded history! 5. The Newport-Inglewood fault has been most active in the Long Beach area. It I proceeds southward into the ocean and disappears in a fracture zone that moves along the ocean floor, passing within 5 to 10 miles from San Onofre, emerging from the ocean as the Rose Canyon fault near San Diego. There is no conclusive evidence that the Newport-Inglewood and the Rose Canyon fault are one connected and continuous fault (although many of us like to think that it is!) 6. Mr. Legg concludes that the San Onofre reactors are located over seismically active faults!! ? In my studies of the earthquake history of California, I have yet to read of any notable seismic shock, or creeping, in the San Onofre areal 1 An now for the certainties! 1. My electric bill is climbing to astronomical figures because we must keep buying expensive, low-sulfur foreign oil here in Southern California. Great Britain, the Soviet Union, Japan, and France have seen the " nuclear light"! Isn't it time for us to " join the crowd" ? After all, if there is less competition for foreign oil, the price is bound to plummet! 2. The number of deaths associaed with nuclear energy production are minimall 3. Mount St. Helen spewed many thousands of times the millirems of radiatien into the atmosphere that ever escaped from the "3-Mile Island" facility! Where were the indignant outcries of the people from Washington state and points east!! ? I guess what people don't know, doesn't hurt them! 4. We feel that within the near term, nuclear power is one of the safest and cheapest means of generating electricity that our society has available to it today. We, in California, are faced with many problems but foremost is the supply of reasonably priced electrical energy. In fact, policy and current government regulations require that the electric utility industry reduce oil usage and phase out natural gas usage. It is vital that this safe, clean, and economical source of energy be developed. Without it, we will be unable to meet the demands of a growing society and continue the industrial development that will provide jobs for the citizenry of the Southern California area. At the present time, Southern California is highly dependent on foreign low sulfur crude oil for the production of its electricity. Using nuclear energy would help reduce our dependence on foreign oil, a goal that is economically and politically essential. All energy sources must be utilized. Because of the critical environ-mental area that we live in, many of the other. sources of fuel such as coal are not readily available to us. Therefore, we respectfully request that the Federal Government approve the licensing of San Onofre Nuclear Generating Station Units 2 and 3 and that you take our views into consideration when making your decision on this matter.
