Dear Mr. Denton:
Duke Power Company has discussed the matter of training and qualification of Shift Technical Advisors (STA's) with the NRC Staff over the course of the McGuire licensing review. process. As a result Duke proposed and the staff accepted the use of individuals holding Senior Reactor Operator (SRO) licenses as STA's.
This concept was implemented and has been in effect since January, 1981 during those plant modes in which an STA is required.
Recently, the Shif t Supervisors an 1 Assistant Shif t Supervisors (all of who hold SRO licenses) have been working overtime on a fairly regular basis to accommodate vacation, sickness and training requirements. To alleviate this situation it is Duke Power Company's intention to uti?.ize degreed engineers as STA's.
Engineers selected.for this position would re_eive the same STA training that the SRO licensed operators receive. This matter was discussed with Mr. Larry Crocker from the Licensee Qualifications Branch and.he indicated that this was ac neceptable approach to satisfy the STA requirement. This letter is to confirm this discussion witi: Mr. Crocker and to document our intended course of action.
