10 CFR Part 50, Appendix E,Section IV.D.3 requires applicants for nuclear power reactor licenses for power operation to demonstrate tnat administrative and physical means. 3ve been established for alerting and providing prompt instruc-tions to the public within the plu.ne exposure EPZ in the event of an emergency.

As part of our review for an coerating license #or the South Texas Project, Units 1 and 2, please provide confirmation by July 1,1982 tnat a prompt notification systera will be installed including a schedule for installation, a description of the system, and a description or listing of the problems that may hinder implementation. Your verification that a public notification system meeting the regulations is in place is required prior to issuance of c license for power operation. We expect that the Federal Emergency Hanagement Agency util review the acequacy of the systen by evaluating the results of an actual systc.7 test, probably curing the joint exercise or your facility with of fsite authorities.

A copy of your response snould be provided to Brian Grimes, Director, Division of Emergency Preparedness, Washington, D.C. 20555.
