Dear Mr. Buckley:

As you are aware, the previous Administration, following completi~on of INFCE, began a reevaluation of certain aspects of U.S. non-proliferation policy.

We understand that this reevaluation has continued under the new Administration.

The Commission is very interested in this review, which could result in changes of policy directly affecting our nuclear export-related responsibilities.

Given our responsibilities under the Atomic Energy Act of 1954, as amended by the Nuclear Non-Proliferation l

Act of 1978, for issuance of nuclear export licenses and for consulting with the Executive Branch on a range of other nuclear export-related activities, we believe it highly desirable that the Commission keep abreast of new policy developments in these areas.

It is clear that adoption of significant changes in U.S. non-proliferation policy, in particular the adoption of the foregoing changes, will affect NRC's implementation of its statutory responsibilities regarding exports.

Consequently, NRC should certainly be given the opportunity to observe the policy development process so that any NRC concerns can be addressed i

at an early stage ~and not when it is too late to have a pra'ctical impact.

In general, the participation of all interested agencies in the establishment of new policies has greatly facilitated their subsequent implement' t. ion.

Accordingly, the Commission promises full cooperation in this effort.
