Dear Mr. McGaughy:

SUBJECT:

PROMPT NOTIFICATION IN THE EVENT OF #4 EMERGENCY 10 CFR 50, Appendix E, Section IV.D.3 requires applicants for na:1 ear power reactor licenses for power operation to demonstrate that administrative and physical neans have been established for alerting and providing prompt ir struc-tious to the public within the plume exposure EPZ in the event of an emergency.

As part of our review for an operating license for Grand Gulf I & 2 please provide confirmation by August 14, 1981, that a prompt notification system will be installed including a schedule for installatiun, a description of the system, and a description or listing of the problems that may hinder implementation.

Your verification that a public notification system meeting the regulations is l

In place is required prior to issuance of a license for power operation. We expect that-the Federal Emergency Management Agency will review the adequacy of the system by evaluating the results of an-actual system test, probably during the joint exercise of your facility with offsite authorities.

A copy of your response should be provided to Brian Grimes, Director, Division of Emergency Preparedness, Washington, D.C. 20555.

Sincerely, Crishwl sisnal by 1%bert I. Tais.co Robert L. Tedesco, Assistant Director for Licensing g
