MODIFICATION OF PREHEARING CONFERENCE ORDER At the request of Counsel for the Intervenor, Commonwealth of Massachusetts, the Prehearing Conference Order of July 2,1981, is modified as follows:
The reporter failed to appear at the prehearing conference held July 2,1981 and when contacted could not appear for 21 to 3 hot.rs.
The Board decided to proceed with the conference without a reporter.
Counsel for the Commonwealth objected and the Board overruled the objection in view of the purpose for the conference and the Commission's rules which provide that a prehearing conference may be reported.

The request that the Commonwealth's proposed schedule be incorporTted in the Order is denied since the proposed schedule is already of record.
