so I am very concerned about to erant Pacific Gas and Electric Co. permission to begin low-power ( 5%) operation of its Diablo Canyon nuclear facility.

Just this seismic instability of the area should preclude any licensing of the plant.

It is no secret that once the radiation cycle has be-gun PGE would have a strong argument for full licen-sing.

I urge you to carefully consider the irreversible nature of a "go-ahead" decision by the NRC.

Please consider als the consecuences of any future accident at Diab.lo Canyon crecicitated by seismic accivity.
