In light of the fact that Ms. Jean Royer Kohr is gravely ill with cancer, I feel it tremendously important that her work and effort on this Panel be continued. I have spoken to her on this matter and her sentiments parallel mine.

I am asking tha; the Commission place my name for consideration as replacement for !!s. Kohr as a citizen representative from the local area; and as one who has worked closely with.v. }:ohr, Mayor Arthur Morris, the Susquehanna Valley Alliance (a s

local citi:en group), Dr. Bernard Snyder, 'tr. Robert Arnold and many others on this l

important issue. I think it vitally important that the NRC, via its Citi:en Panel, hear the concerns a.nd recommendations, not only from the elected officials and trained personnel on the Panel, but also from the citizens of this area. I feel confident that I can convey these concerns within the format of the Panel.

t I would hope that the Commission would give immediate attention to this matter, as the Panel has scheduled another meeting for July 9,1981.

Since our position on the decontamination and cleanup of Three Mile Island Unit 2 has been one of citizen input and advocacy, we feel it imperative that another citizen be placed on the Panel. In this light, we would like to i

l recommend that Mr. Thomas D. Smithgall of Lancaster, Pa., be named as a substitute l

for Ms. Kohr to this Panel.

Mr. Smithgall has worked closely with Ms. Kohr over the last two years and l

l gained a certain level of expertise and understanding tnat would mak.. tim excellently qualified to carry on with Ms. Kohr's work and to accurately voice l

the concerns and wishes of the citizens of this area.

It is our hope that the Commission will heed our request in an expeditious manner so that the Panel will have the benefit of continued citizen input. If there are any questions, please advise. Thank you.
