Gentlemen:

Thank you for your letter of July 7,1981, in response to our letter and

Notice of Violation dated June 9, 1981. As a result of our review, we find

that additional information is needed. Specifically, we continue to believe

that your failure to obtain a food crop sample during 1980 constitutes a

Severity Level VI Violation of Environmental Technical Specification 4.2.11,

Vegetation Sampling.

You are requested to respond within 30 days from the

date of this letter with a written statement that includes corrective steps

which will be taken to avoid further violations.

Your letter explains that the failure to obtain food crop samples in 1980 is

attributable to the unavailability of " leafy vegetables" from "home gardens"

due to the drought of 1980. However, Environmental Technical Specification 4.2.11 is not so restrictive regarding the source of the food crop samples.

The food crop samples are not limited to leafy vegetables from home gardens,

but can also include food crops produced by commercial farming in the

vicinity of the plant.

Additionally, your failure to obtain the required food crop samples in 1980

indicates apparent procedural inadequacies in your vegetation sampling

program. Specifically, it appears that AP&L staff associated with environ-

mental sampling were not aware of the food crop sample locations used by the

Arkansas Department of Health 6nd had not made any systematic effort to

identify food crop sample locations for their own use. Therefore, it appears

that insufficient grounds exist for AP&L to conclude that food crop samples

were unavailable.
