This refers to the inspection conducted by Mr. J. P. Jaudon of our staff
during the period June 15-18, 1981, of activities authorized by NRC Facility
Operating License DPR-40 for the Fort Calhoun Station and to the discussion
of our findings by the inspector with Mr. K. J. Morris and other members of

your staff at the conclusion of the inspection.

Areas examined during the inspection and our findings are discussed in the
enclosed inspection report. Within these areas, the inspection consisted of
selective examination of procedums and representative records, interviews
with personnel, and observations by the inspector.

Within the scope of this inspection, no violations or deviations were identi-
fled.
,
Three new unresolved items are discussed in paragraph 3 of the enclosed report.
Even though no citation is included in this report, our review of previous
inspection histo'y at Fort Calhoun Station, coupled with observations included
in paragraph 3 of this report, indicates what appears to be a generic problem.

The timeliness, tmount, and quality of engineering support provided Fort
Calhoun Station appear to be insufficient. The babklog of outstanding design
changes, the problems with identifying appropriate test requirements, and the
chronic deficiency with drawing revision indicate what appears to offer the
potential for a violation of Consission requirements governing design change
control. Please respond to this letter to indicate the results of your review
of this area, and any actions which you will take to rectify this apparent

problem.
In particular, your response should delineate measures that will be
taken to establish control over the design change process and to assure timely

and sufficient engineering support for the Fort Calhoun Station.
In accordance with 10 CFR 2.790 of the Commission's regulations, a copy of
this letter and the enclosed inspection report will be placed in the NRC's
Public Document Room.

of the reasons on the basis which it is claimed that the infomation should be
withheld from public disclosure. This section further requires the statement
to address with specificity the considerations lisi.ed ir, 10 CFR 2.790(b)(4).
The infomation sought to be withheld shall be incorporated as far as possible
into a separate part of the affidavit.
