Gentlemen:
During our investigation of allegations regarding your security program at the Palisades Nuclear Power Plant, several concerns regarding the performance and management of the security force were identified. These concerns were discussed with Mr. R. W. Montross and other members of his staff during an exit briefing on July 2,1981, and with Mr. H. Cooper of the Corporate Property Protection Department on July 10, 1981.
In response to these concerns, it is our understanding that Corporate Prcicrty Pro-tection personnel are conducting an audit / investigation, whi a began July 13, 1981, to determine the most effective manner in which to resolve the issues.
This letter is in response to your request for our recommendations regarding the scope of your audit / investigation. Our recommendations are described in the attachment to this letter. These matters were discussed by telephone with Mr. H. Cooper of your staff prior to the start of your audit. Your audit / investigation findings will be reviewed by this office.
You will be provided the investigation report and findings when the documentation effort is completed.
Areas examined during our investigation concern a subject matter which is exempt from disclosure according to Section 2.790 of the NRC's " Rules of Practice," Part 2, Title 10, Code of Federal Regulations.
Consquently, the enclosure to this letter will not be placed in the Public Document Room.
