10 CFR 50, Appendix E.Section IV.D.3 requires nuclear power twactor licensees to demonstrate, by July 1,1981, that administrative and physical means have been established for alerting and providing prompt instructions to the public within the plume exposure EPZ in the event of an emergency. Please provide me by July 24, 1981, confirmation that the implementing date has been met and a description of the system.
If the prompt notification system has not been i
installed, provide a description of the compensating au:.tions that are being taken to fulfill the aforementioned rule until the system is installed.

Additionally, if there has been any unforeseen procurement or other problems plase advise us of the schedule for installation, a description of the system, and a description or listing of the problems that are hindering implementation.
For licensees that have not met the July 1, 1981 date, the HRC will determine whether ac? ion should be taken under 10 CFR 50.54(s). We expet that the j
Federal Emargency Management Agency will review the adequacy of the system by evaluating the results of an actual system test, probably during the next joint exercise of your facility with offsite authorities.
