10 CFR 50, Appendix E Section IV.D.3 requires nuclear oower reactor licensees to demonstrate, by July 1, 1981, that administrative anJ physical means have been established for alerting and providing prompt instructions to the public within t.ie plume exposure EPZ in the event of an emergency. Please provide me by July 24, 1981, confimation that the implementing date has been met and a description of the system.
If the prompt notification system has not been installed, provide a description of the compensating actions that are being l
taken to fulfill the aforementioned rule until the system is installed.
Additiona.11y, if thers has been any unforeseen procurement or other problems please advise us of the schedule for installation, a description of the system, and a description or listing of the problems that are hindering implementation.
For licensees that have not met the July 1,1981 date, the NRC will determine whether action should be taken under 10 CFR 50.54(s). We expect that the Federal Emergency Management Agency will review the adequacy of the system by evaluating the results of an actual system test, probably during the next 4
