PR0tiPT NOTIFICATION IN THE EVENT OF AN EhERGEhCY 10 CFR 50, Appendix E, Section IV.D.3 requires applicants for nuclear power reactor licenses for power operation to demonstrate that administrative and physical means have been established for alerting and providing prompt instruc-tions to the public within tne plume exposure EPZ in the event. of an emergency.

As part of our review for an operating license for Byron please provide confirmation by February 1,1982 that a prompt notification s.osten will be installed including a schedule for installation, a descriptirn of the system, and a description or listing of tne problems that may hinder implementation.

Your verification that a public notification system freeting the regulations is in place is required prior to issuance of a license for power operation. We expect that the Federal Emergency Management Ager1cy will review the adequacy of the system by evaluating the results of an actual system test, probably during the joint exercise of your facility with offsite authorities.

A copy of your response should be provided to Brian Grimes, Director, Division of Eaergency Preparedness, Washington, D.C. 20555.
