R. Waters of this office or, April 16, 1981 to May 29, 1981, of activities at Zion Nuclear Power Station authorized by NRC Operating License No. DPR-39 and No. DPR-48 and to the discussion of our findings with Mr. L. Soth at the conclusion of the inspectica. The enclosed copy of our inspection report identifies areas examined during the inspection. Within these areas, the inspection consisted of a selective examination of procedures and representative records, observations, and in- terviews with personnel. No items of noncompliance with NRC requirements were identified during the course of this inspection. During this inspection interval, as described in Paragraph 3, Summary of Operations of the encloued inspection report, the station experienced multiple system challenges leading to safeguards actuation, reactor trips and forced load reductions. We believe these challenges should be minimized, and mitigating steps on your part should be proposed where appropriate, to reduce the liklihood of unnecessary system challenger. Our Senior Resident Inspector at the Zion Station has discussed each of these events with the principal Zion site management. We request that your review to establish these mitigating steps to reduce unnecessary systc challenges, be docu- uented and made available to our inspector. We would be happy to assist you in any way with this review including meeting with you and with representatives of the office of Nuclear Reactor Regulations to discuss these steps. w nsu' M % Q 0 1

Commonwealth Edison Company -2- In accordance with 10 CFR 2.790 of the Commission's regulations, a copy of this letter and the enclosed inspection report will be placed in the NRC's Public Document Room. If this report contains any information that you or your contractors believe to be exempt from disclosure under 10 CFR 9.5(a)(4), it is necessary that you (a) notify this office by telephone within seven (7) days from the date of this letter <f your intention to file a request for withholding; and (b) submit within twenty-five (25) days from the date of this letter a written application to this office to withhold such infor- mation. Section 2.790(b)(1) requires that any such application must be accompanied by an affidavit c<ecuted by the owner of the information which identifies the document or part sought to be withheld, and which contains a full statement of the reasons on the basis which it is claimed that the information should be withheld from public disclosure. This section further requires the statement to address with specificity the considerations listed in 10 CFR 2.790(b)(4). The information sought to be withheld shall be incorporated as far as possible into a separate part of the affidavit. If we do not hear from you in this regard within the specified periods noted above, a copy of this letter and the enclosed inspection report will be placed in the Public Document Room.
