APPENDIX A TICE OF VIOLATION Philadelphia Electric Company Docket No. 50-352 Limerick Generating Station, Unit License No. CPPR-106 At a result of the inspection conducted on June 15-30, 1981, and in accordance with the Interim Enforcement Policy, 45 FR 66754 (October 7, 1980), the following violation was identified:

10 CFR 50, Appendix B, Criterion III, states, in part:

" Measures shall be established to assure that applicable regulatory requirements and design basis...for those structures, systems, and components to which this appen-dix applies are correctly translated into specifications, drawings, proce-dures, and instructions."

The Limerick PSAR. Appendix A.3.1, states, in part:

"The equipment and piping considered,as Class I Seismic...is as follows:

q...RHR Service Water System... Class I Seismic equipment is examined to assure its ability to withstand seismic requirements..."

Specifications P-300, " Specification for Piping Materials and Instrument Piping Standards," and P-401, " Design Criteria for Design and Documenta-tion of Pipe Supports, Hangers, and Restraints for Piping 2b" and Larger,"

require that the RHR Service Water Pipe Support HBC-182-H1 be designed and installed as Seismic Category I.

Contrary to the above, on Jane 25,1981, Item 7, a 3/4" x 5-3/4" x l'8" stiffener plate on drawing HBC-182-H1, in the RHR Service Water System, was identified as being attached for support to a ledge angle, defined as not safety related by the Project Q-list, Page C-2. Item 6.

This is a Severity Level V Violation (Sur.plement II), applicable to CPPR-106.

Pursuant to the provisions of 2.201, Philadelphia Electric Company is hereby required to submit to this office within twenty-five days of the date of this Notice, a written statement or explanation in reply, including:

(1) the cor-rective steps which have been taken and the results achieved; (2) corrective to avoid further violations; and (3) the date when steps which will be taken,hieved.
