SUMMARY

accordance with the Code of Federal Regulations, Title 10, SL sv.90 and Section 2.101, Carolina Power & Light Company (CP&L) hereby requests revisions to the Technical Specifications for its Brunswick Steam Electric Plant (BSEP) Unit Nos. 1 and 2. These revisions reflect corporate o ganizational changes, plant organizational changes, and changes in the Plant Nuclear Safety Committee (PNSC).

DERAILS The organizational changes are reflected in Figures 6.2.1-1, 6.2.2-1, and 6.2.2-2.

The scope of activities of the Plant Nuclear Safety Committee as previously described in the Technical Specifications will continue to be performed; however, in order to provide for a more defined program of review and management overview of the facility operation, some of the responsibilities of PNSC have been specifically delegated to designated members of p~ ant management.

This approach will allow the management staff to provide a more deliberate and decisive overview of the plant operation by having PNSC function through the use of other means as indicated in Section 6.5.1.6. This type of approach is consistent with that indicated by the Performance Appraisal Branch inspections conducted at BSEP and other facilities.

The procedure review and approval process is consistent with that recommended by Regulatory Guide 1.33 and ANS/ ANSI N3.2.

The Minimum Shift Crew Composition of Table 6.2.2-1 meets the interim requirements of NUREG-0737.
