REQUEST FOR WITHHOLDING INFORMATION FROM PUBLIC DISCLOSU*tE (SAN ON0FRE NUCLEAR GENERATING STATION, UNITS 2 AND 3)
By letters dated May 29 and June 8,1981 Southern California Edison submitted the following and requested that the documents be withheld from public dis-closure pursuant to 10 CFR 2.790:
" Responses to NRC Concerns on Applicability of the CE-1 CHF Correlation to the SONGS Fuel Design," CEN-165(S)-P, May 1981 (sumbitted 5/29/81) 2.
"CETOP-D Code Structure and Modeling Methods for San Onofre Nuclear Generating Station, Units 2 and 3 " CEN-160-(S)-P, May 1981 (submitted 6/8/81)
Each of the submittals included an affidavit signed by you, providing reasons for your requests that the documents be withheld from public disclosure. The affidavits stated, among other things, that:
(a) the information in the documents it customarily held in confidence by Combustion Engineering; (b) the informtion is not available in public sources; and (c) the information provides Combustion Engineering with a competitive economic advantage because development of the information required a considerable amount of man-hours and expense, and competitors would incur similar expenditures of time and money to develop equivalent information.
We have reviewed your affidavits and material based on the requirements and criteria of 10 CFR 2.790 and have determined that CEN-165(S)-P and CEN-160(S)-P contain trade secrets, confidential, proprietary commercial or financial infomation.

We riso have found at this time that the right of the public to be fully apprised as to the bases for and effects of the proposed action does not outweigh the demonstrated concern for protection of your competitive position.

i, JULi GM We therefore approve your request for withholding pursuant to Section 2.790 of 10 CFR Part 2 and are withholding CEN-165( S)-P and CEN-160-(S)-P from public inspection as proprietary.
Withholding from public inspection shall not affect the right, if any, of persons properly and directly concerned to inspect the document's. If the need arises, we may send copies of this information to our consultants working in this area. We will, of course, assure that the consultants have signed the appropriate agreements for handling proprietary data.
If the basis for withholding this information from public inspection should change in the future such that the infomation could then be made available for public inspection, you should promptly notify the NRC.
