w The purpose of the meeting was to conduct an audit of Detroit Edison corporate and Fermi 2 plant personnel who will manage the operation of the Fermi 2 plant.

R. A. Benedict, member, Licensee Qualification. Branch. Office of Nuclear Reactor Regulation; Bruce Little and Paul Byron,. Resident Inspectors for Fermi 2, Office of Inspection. and Enforcement; and. J. D. Smith, Region III, Office of Inspection and Enforcement. _ Detroit Edison. personnel included:
C. Heidle, then Executive Vice President of Operations: W. H. Jens, Vice President, Nuclear Operations; H. Tauber, Vice. President, Engineering and Construction; E. Griffing, Fermi 2 Plant _ Superintendent; W. Fahrner, Fermi 2 Project Manager; and W. R. Holland, Manager.of Nuclear. Operations.

The NRC team reviewed the organizational,stru:ture for operation and support of the plant staff, the levels of staffing;. the, experience level. of principal individuals of both corporate and, plant, staffs.,and the.. interfaces between the plant staff and the corporate structure.
Beginning with a meeting at Deco.'s, corpora _te offjpe in. Detroit, the_ applicant provided the review team with thorough briefing,on its organization for the operation of Fermi 2.
This briefing.was followed by discussions with several corporate personnel so that the review team could gain a feeling for the responsibilities and attitudes of,the. indiv.iduals, an understanding of how.
they fit into the organization, and how they. interf. ace with other onsite and offsite organizational units., Discussions with plant personnel were also held at the site to obtain the same_ type. of. information. At the conclusion of the corporate and plant management meetings, the..(NR,C)_ team. presented the results of the audit to the Deco management.,,_
