SUBJECT:

PROMPT NOTIFICATIDH IN THE EVENT OF AN EhERGENCY 10 CFR 50, Appendix E, Section IV.D.3 requires applicants for nuclear power reactor licenses for power operation to demonstrate that administrative and physical means have been established for alerting and providing prompt instruc-tions to the public within the plume exposure EPZ in the event of an emergency.

As part of our review for an operating license for Perry 1 and 2 please provide confirmation by tiarch 10, 1982, that a prompt notificatio. system will be installed including a schedule for installation, a description of the system, and a description or listing of the problems that may ninder implementation.

Your verification that a public notification system meeting the regulations is in place is required prior to issuance of a license for power operation. We expect that the Federal Emergency lianagement Agency will review the adequacy of tne system by evaluating the results of an actual system test, probably during the joint exercisc of your facility with offsite authorities.

A copy of your response should be provided to Brian Grimes, Director, Division of Emergency Preparedness, Washington, D.C. 20555.
