Gray File TNovak This letter is in response to your application for an amendnent to the Davis-Besse 1 operating license dated January 11, 1978, concerning station battery specific gravity urveillance criteria. We regret the lengthy delay in responding to your request. The delay was caused in part by having lost record of your application until it was drawn to our attention in your January ll,1980 letter. Since that time, we have held up action additionally due to pending staff re-evaluation of battery surveillance acceptance criteria in the Standard Technical Specifications (STSs). We have recently developed an improved set of STS's for station batteries. A copy is attached for your information. These STSs will be used to develop plant specific TSs for Operating Licenses issued in the future, and we are considering the need to backfit the new specifications for operating reactors as well. Since the proposed TSs in your January 11, 1978 submittal are less conservative than your existing TSs and the new STSs we lack a basis for granting your request.
