Gibbs & Hill, Inc. has provided for our evaluation a detailed organization.1 descrip-tion of the individuals and groups involved in carrying out activities required by the quality assurance program and a delineation of duties, responsibilities, and r.uthority of 'those organizational elements involved in the quality assurance program.

Amendment 5 of GIBSAR-17-A contains a description of the measures used to carry out the Gibbs &

Hill, Inc. quality assurance program etivities and describes how applicable require-ments of Appendix B to 10 CFR Part 50 will be satisfied by the administration and implementation of these measures.

SUMMATI 0F REGULATORY EVALUATION AND POSITION We have evaluated the quality assurance program and the organizations responsible for quality assurance functions described in Amendment 5 of GldSAR-17-A.

We find that.

quality assurance policy and direction originate at an acceptably high management level and are effectively communicated to other parts of the organization. Those per-forming quality assurance functions have responsibility and authorit/ commensurate with their duties in implementing the quality assurance program.

We also find that reasures have been. established to be implemented by written procedures and instructions, which address each of the criteria of Appendix B to 10 CFR Part 50 in an acceptable ranner.

Based on our-review and evaluation!of GIBSAP.-17-A, Amendment 5, we conclude that:

The organizations and persons performing quality assurance functions within.

Gibbs & Hill, Inc. have the required independence and authority to effectively carry out the quality assurance program without undue _ influence from those directly responsible for costs and schedules.
