Dear Mr. Rouse:
In order to adjust the possession limits of License Stim-960 to more accurately reflect the activities of the Vallecitos fluclear Center (Vi1C),
we are submitting the following:
1.
Amended pages to the current Appendix A to License SilM-960 which reduce the license possession limits and eliminate some activities (including fuel processing and fabrication) no longer performed on site.
2.
/cended pages to the Appendix A submitted with the pending application for renewal of License Stim-960 which reflect the above changes.
Item 7 of the current License should also be amended.
As fuel processing and fabrication are being eliminated as licensed activities, 1
Vf1C believes that our new inspection fee category should be 10CFR710.32(1.)(D.).
A check for $150.00 for the amendment fee is enclosed.

j LICENSE CONDITIONS FOR VALLECITOS NUCLEAR CENTER Set forth herein are the technical and administrative' requirements proposed for governing the receipt, possession and use of the special nuclear material and associated byproduct materit' subject to licensing and regulation by the Atomic Energy Commission, in activities other than reactors at General Electric's Vallecitos Nuclear Center near Pleasanton, California.
1.0 AUTHORIZEDACTIVITIES
- The following types of activities are authorized:
1.1 Product Processing Operations (a)

Fabrication, as'sembly, modification, cleaning and repair of unirradiated encapsulated *(including encapsulation) experimental assemblies, assembly, modification, cleaning, and repair (but not fabrication) of fuel elements for use in site reactors.*

Facilities in which activities are con-ducted pursuant to a license issued under Parts 30 and 70 of Title 10, Code of Federal Regulations, or equivalent regulations of an Agreement State, for the receipt, possession, use, and transfer of irradiated special nuclear material, which authorizes the use of the irradiated material on a batch basis for the separation of selected fission products and limits the process batch to not more than that authori7ad by 10CFR50.2(a)(3)iii.*

activities. The material may be in the form of irradiated special nuclear material with its attendant by-product and reactor-produced transuranics.
2.1.2 U-235. 4 kg enriched to more than 10 per cent for authorized

activities. The material may be in the form of irradiated special nuclear. material with its attendant by-product and reactor-produced transuranics.
2.1.3 Plutonium. 500 grams in any form.
2.1.4 U-233. 200 grams in any form.

2.2 LOCATIONS OTHER THAN VALLECITOS NUCLEAR CENTER r
Up' to 15 grams of U-235 and plutonium and up to 170 grams of plutonium as i
encapsulated plutonium-beryllium sources bay be used at other sites within the limits of the United States except where the material is subject to licensing by an Agreement State as defined in 10CFR150.
s SNM fully packaged as for transport in contciners meeting all of the requirements of 10CFR71.7 or in containers owned by the General Electric Company and certifled for transport under the provisions of 10CFR71 in accordance with the conditions of a certificate of compliance authorizing de-livery of such containers to a carrier for Fissile Class I transport may be stored at locations within the United States which preclude mechanical damage and flooding providing such locations are controlled by the General Electric Company including provision of adequate safeguards against theft or loss. Storage at nuclear reactor sites subject to the financial protection and indemnity provi-sions of 10CFR140 shall be limited to possession for purposes of delivery to a carrier for transport.
The requirements of 10CFR70.24 are waived insofar as this section applies to the materials contained in the above containers.
