This refers to the inspection conducted by "- NRC inspection team iifentified
in the enclosure, during the period of April 21-23, 1981 of your activities
being performed relative to the environmental qualification of safety-related
electrical equipment and to the discussions of our findings with Mr. G. C. Sorensen
and other members of your staff at the conclusion of the inspection.
This inspection was part of NRC's program of reviewing environmental qualification
of equipment used in harsh environments of nuclear facilities. The program
is intended to provide assurance that qualification testing of selected equip-
ment is performed in accordance with the criteria and guidelines of NUREG-0588
and IEEE Standard 323-1974 and applicable daughter standards.
The inspections
are intended to assess the adequacy of a particular environmental qualification
test program by reviewing the test plans and associated procedures prior to
test performance so that any comments relative to the test methodology may be
considered in a timely manner. You should not conclude that the NRC's inspections
replace or decrease a licensee's responsibility in determining the acceptability
,
of any specific product or service.
The enclosed copy of our inspection report identifies areas examined during the
inspection including the evaluation of the test plans intended for use in the
qualification of electrical terminations manufactured by the Burndy Corporation
and a solenoi operated valve manufactured by the Target Rock Corporation.
The results of our review of the test plans and discussions with cognizant
personnel indicated that the qualification test program generally conforms to
the guidelines of IEEE 323-1974 and NUREG-0588.
In order to more accurately
describe the test program, the test plans should be revised to document certain
test methods or specimen preparation as discussed in the enclosed inspection
report.
In accordence with Section 2.790 of the Commission's " Rules of Practice," Part
2, Title 10, Code of Federal Regulations, a copy of this letter will be placed
in the Commission's Public Document Room.

As discussed with you by our inspectors, this inspection is the first of several
that we are planning with respect to the Burndy and Target Rock environmental
qualification test programs. To enable efficient continuation of our reviews
it is requested that we be informed of the planned inspection test points for
the following activities:
Specimen Preparation: (radiation, thermal, wear aging; baseline and
vibration testing)
Seismic Testing
Accident Radiation Testing
Test Set-Ups
LOCA/MSLB Environmental Testing
In addition to the above information, please provide a response to the inspection
team's comments discussed in the Exit Interview, paragraph E of the enclosed copy
of our inspection report.
