Docket No. 70-2909-This letter is to formaEj notify the Nuclear Regulatory Commission that

-the Westinghouse Electric Corporation has indefinitely deferred its plan to construct a uranium fuel fabrication plant near Frattville, Alabama.

This plant was to manufacture fuel assemblies for commercial nuclear power plants.

Accordingly, pursuant to 10CFR ?_.107, Westinghouse hereby request withdrawal of its application for a special nuclear materials license relating to the proposed facility. This license application was i

filed with the U.S. Nuclear Regulatory Commission on December 31, 1979 and was subsequently issued Docket Number 70-2909.

Attached for your information, is a copy of the public announcement issued by Westinghouse which relates to this deferral.

PITTSBURGH, June 11 -- Westinghouse Electric Corporation today indefinitely deferred plans to construct a plant near Montgomery, Ala.,

to mar.afacture fuel assemblias for commercial nuclear power plants.

A Ted Stern, Executive Vice President of the Westinghouse Nuclear Energy Systems Group, said tne corporation today notified the Nuclear Regulatory Comn11ssion that it is requesting withdrawal of its application for a license related to the proposed plant near Prattville in Autauga County.

"The comparatively slow growth in the demand for nuclear fuel makes it unnecessary for us to move ahead with the new plant at this time Mr. Stern said.

"Largely as a result of regulatory delays in licensing new nuclear power plant, the fuel market is not expanding as rapidly as we had originally expected."

Installation of new equiprent and improvements in productivity at the Westinghouse Nuclear Fuel Fabrication Plant in Cclumbia, S.C., will pro the additional manufacturing capacity required during the next several years, Mr. Stern said.

Mr. Stern praised leaders of the Montgomery and Prattville areas for their support of the Westinghouse project.

"We were extremely pleased with the reception and support that we received in the commuaity.

We considered the area and the site to be excellent for our proposed plant."

Westinghouse announced plans in April of 1979 to build the nuclear fuel fabrication plant on an 800-acre site at the confluence of the Alabama River and Autauga Creek about 12 miles northwest of flontgomer Mr. Stern said Westinghouse has decided not to renew its option on the site.
