Appendix E.Section IV.D.3 to 10 CFR Part 50, requires applicants for clear power reattor licenses to demonstrate that administrative and physical means have been established for alerting and providing prompt instructions to the public within the plume exposure EPZ in the event of an emergency. As part of our review for an operating license for flidland Plant, Units 1 and 2 please provide confirmation by liarch 1,1982 that a prompt notification system will be installed including a schedule for installation, a description of the system,-and a description or listing of the probleas that may hinder implemen-tation. Your verification that a public notification system meeting the regu-lations is in place is required prior to issuance of a license for power oper-ation. We expect that the Federal Emergency 11anagement Agency will review the

adequacy of_ the systein by evaluating the results of an actual system test, prob-ably during the, joint exercise of your facility with offsite authorities.

A copy ~ of your response should be provided to Brian Grimes, Director, Division of. Emergency Preparedness, Washington, D.C. 20555.
