SUBJECT:

IhSPECTION AnD TESTING OF ShuBBERS Due to the safety significance of inoperable snubbers in safety-related systeu, the HRC has determined that a preservice/preoperational inspection and testing pro v m for snubbers shall be a part of the licensing process. The intent of this,)rogram is to assure the correct installation and operability of the snubbers which have been exposed to construction activitiy and environment. In that Sequoyah Unit 2 has essentially completed preoperational testing, this letter describes a modified progran relative to tne inspection and testing program issued to all applicants entitled "Preservice Inspection and Testing of Snubbers". This uodified program will provide reasonabic confidence that tiie safety-related snubbe-s in Sequoyah Unit 2 remain operable subsequent +,o completion of constru; tion activity.

It is requested that you perform an inspection and testing program on Sequoyah Jnit '2 snubbers as follows.

1.

Manual testing of snubbers to be completed prior to plant neatup after initial fuel loading:

Select a sample of mechanical snubbers composed of 10% of the installed a.

Model PSA 1/4,10% of the installed Model PSA 1/2 and 10% of the

-installed Model PSA 1.

b.

Perform a nanual stroke test on tne above sample over the full range of travel to verify freedom of movement.

If greater than one inoperable snubber is icentified in the initial saaple, select a lot sizer equal to one-half of the initial sample for each failed snubber in excess of tne one allowed failure and continue testing in f

accordance with.the requirements of Technical Specification 3/4.7.9.f. The models specified for the initial sample are those nost likely to sustain damage from physical abuse. The sampling methodology is based on the Sequoyah Unit 2 Technical Specification. The initial sample should be selected from those areas of tne plant where the snubbers would be most susceptible to dacage from construction activity and environme..c.

Verify the freedom of novement for all of those snubbers which are accessible without the use of scaffolding.

b.

Verify freedom of novemes for 10% of those snubbers which are not accessible without scaffuloing.

Exemptions Snubbers for which the freedom of movement has been demonstrated and documented within the last 12 nonths are exerapted from the above program.
