This acknowledges receipt of your letter of April 15, 1981 by which you transmitted a change to the security plan for the D. C. Cook Nuclear Plant Physical-Security Plan.
We agree that come of the changes, as contained in the enclosure tc your above referenced letter, are consistent with the provisions of 10 CFR Part 50.54(p). However, certHn other changes, as indicated in the enclosure, are not consistent with the provisions of 10 CFR Part 50.54(p). If yea wish these changes to be considered they should be resubmitted under 10 CFR Part 50.90 The enclosures to your lettar of April 15 and the enclosure to this letter contain infor, nation of a type specified in 10 CFR 2.790(d) and are therefore being withheld from pub 1'c disclosure.

2-3 2.2.1.1.
Revision 5 eliminates the commitment to control (frcm the Security Control Center) the access gate l
which separates the visitor access road from the plant access road. The vehicle detection device and CCTV associated with this gate have also been elimi-nated. This is a degradation which might have a possible impact upon the number of armed responders required at the site.
3-1 3.1.2 Seven exceptions to the twenty foot isolation zone were listed. An additional exception (bringing the total to eight) regarding " dune grass" on the slopes of the exterior isolation zone has been added. This change requires additional information and may consti-tute degradation from the previous connitments.
