Under the provisions of the Freedom of Information Act, 5 U.S.C.

552, I am requesting copies' of those documents listed

-on the attached Exhibit "A".

If'there are any fees for searching for, or copying, the records I have requested, please inform me before you fill my request.

You may contact me by. telephone during business hours at the above number.

I am requesting this information so that it may be sub-mitted as evidence at an administrative hearing before the State of California, Division of Apprenticeship Standards (DAS).

As you know, the Act permits you to reduce or waive fees when the release of information is considered as "primarily

' benefiting the public."

I believe this request fits that cate-gory in that a favorable ruling from the DAS will give ' union workers enrolled in apprenticeship programs nationwide the right to decline on-the-job training at construction sites for nuclear facilities if the worker believ~es the~ background levels of radia-Jtion would endanger his or.lurc health 'and safety.

Therefore, I ask that you waive any fees.

If all or any part of this reuuest is denied, please cite the specific exemption (s) which you think justifies your refusal to release this information, and inform me of the appeal pro-cedures available to me under the law.

I would appreciate your handling this request as quickly as possible and I look forward to hearing from you within ten (10) days, as the law stipulates.

-ground-level of' radiation" at the San Onofre Nuclear Generator Station (SONGS) ',. Unit I, as that team is defined in the United

' States Code of Federal Regulations, title 10 part 50, Appendix I.

Any records and/or information which indicate the actual radioactive emission, discharge and/or release levels of gaseous, Lliquid and solid effluence from' SONGS, Unit I, during its most recent year of full operation.

' inventory of fission and neutron activation products being emitted from SONGS Unit I, from all pathways, within the boundary of the plant, including but not limited to, a complete inventory of specific' individual radionuclides released during the past five
