Subject: NRC Inspection

This refers to the inspection conducted by Mr. G. Yuhas and Mr. E. Garcia

of this office on May 11-15, 1981 of activities authorized by NRC License

No. NPF-1, and to the discussion of our findings held by Mr. G. Yuhas with

Mr. B. D. Withers and other members of your staff at the conclusbn of the

inspection.

Areas examined during this inspection are described in the enclosed inspection

report. Within these areas, the inspection consisted of selective examinations

of procedures and representative records, interviews with personnel, and

observations by the inspector.

Based on the results of this inspection, it appears that certain of your

activities were not conducted in full compliance with NRC requirements,

as set forth in the Notice of Violation, enclosed herewith as Appendix A.

With respect to Item A of the Notice of Violation, no response is required in view

of the timely manner in which you identified the problem and implemented measures to

prevent recurrence. We have no further questions on that matter.

In accordance with 10 CFR 2.790 of 'he Commission's regulations, a copy

of this letter and the enclosed 'nsr action report will be placed in the

NRC's Public Document Room.
