Gentlemen:
10 CFR 50, Appendix E, Section IV.D.3 requires nuclear power reactor licensees to demonstrate,.by' July 1, 1981, that administrative and physical means have been established for alerting and providing prompt instructions to the public within the plume exposure EPZ in the event of an emergency. Please provide me by July 24, 1981, confirmation that the implementing date has been met and a description of the system.
If the prompt notification system has not been installed, provide a description of the compensating actions that are being taken to fulfill the aforementioned rule until the system is installed.
Additionally, if there has been any unforeseen procurement or other problems please advise us of thc schedule for installation, a description of the system, and'a description or listing of the problems that are hinderinc. implementation.
For licensees that have not met the July 1, 1981 date, the NRr, will determine whether action should be taken under 10 CIR 50.54(s). We expect that the Federal Emergency Management Agency will review the adequacy of the system by evaluating the results of ~an actual system test, probably during the next
- joint exercise of your facility with offsite authorities.
This request for information was approved by the Office of Management and Budget under Clearante Number 3150-0011. The approval expires September 1981.
