SUBJECT:
BOARD NOTIFICATION - SANDIA CONNECTOR TEST RESULTS OF AN O'BRIEN ELECTRICAL PENETRATION ASSEMBLY (BH 81 07)
The enclosed preliminary IE Inspection Report (Enclosure 1) dated July 2,1981, covers a recently completed environmental test by the Sandia National Laboratory of an electrical penetration asseirbly (EPA) supplied by the Duke Power Company.
The specific EPA was one of a batch of assemblies procured from the D. G. O'Brien Cnpany for installation in the Catawba plant. Similar units are instc11ed in the McGuire plant. Duke Power Cor.yany is currently pla:ining additional tests to confirn that the EPA is suitable for its intended service.
IE plans to monitor these tests.
On July 6,1981, the NRC staff met with representatives from Duke Power Company and D. G. O'Brien Company to discuss the various environmental qualification testing that had been conducted or EPAs manufactured by D. G. S'Brien. A summary of the meeting is enc!osed (Enclosure 2).
As can be seen from the Enclosures, this item relcter. to certain qualification test failures resulting from efforts to simulate aging characteristics. While aging is an important elecent for assuring full environmental qualification of electrical equipment and to insure adequate perform =nce capability in the long term, any safety problems associated with aging occur only over the long term (a natter of a nunter of years).
The McGuire plant is a new plant and thus aging related problems are a number of years off. Before that time, the licensee must satisfy the Comission's Memorandum and Order of May 23, 1980, relating to environmental qualification of safety related electrical equipment. This provides that such equipment is to be fully qualified including adequate consideration of aging in accordance with the terns of that 11emorandun and Order, which may be modified by the Com-mission in response to a recently suhaitted Petition. This same point was made by Mr. Hoonan in his testinony, Tr. 4555, in discussing the open item of aging.
