In accordance with the provisions of 10 CFR 50.59, we are enclosing 40

'opies of a requested amendment to license DPR-77 to change the technical specifications of Sequoyah Nuclear Plant unit 1.

This change involves a revision to the maximum allowable ultimate heat sink temperature.

This revision will update Sequoyah unit 1 technical specification 3 7.5 to reflect the design changes resulting from the implementation of the new Essential Raw Cooling Water System (ERCW) Pumping Station.

It also increases the ultimate heat sink temperature to the design temperature of 83 degrees F.

The ultimate heat sink temperature of 81 degrees F in the present Sequoyah unit 1 technical rpecificatior.3 was imposed due to flow deficiencies which have now been resolved. The Sequoyah unit 2 technical specifications as issued on June 25, 1981 include the enclosed revision.

In accordance with the requirements of 10 CFit Part 170.22, we have deter-mined the proposed amendment to be Class I.

The classification is based on the fact that the ERCW is a common system for both Sequoyah units and that l

the technical specification as proposed is already in force on Sequoyah unit 2.

The remittance of $400 is being wired to the Nuclear Regulatory Commission, Attention: Licensing Fee Management Branch.
