Dear Mr. Grier:

Your' letter to Mr. T. E. Lempges dated April 24, 1981 identified deficiencies in the New York State and local emergency response plans. These deficiencies were specifically listed in a letter from the Federal Emergency Management Agency (FEMA) to the New York State Disaster Preparedness Comission, dated April 6,1981, which was attached. Enclosed are proposed resolutions of these deficiencies.

We understand your concern relative to availability and allocation of resources necessary to address all of the FEMA deficiencies.
