Assistant General Counsel Gentlemen:
10 CFR 50, Appendix E, Section IV.D.3 requires nuclear powe reactor licensees to demonstrate, by July 1,1981, that administrative and physical means have been established for alerting and providing prompt instructions to the public within the plume expo w re EPZ in the event of an emergency.
Please provide me by July 24, 1981, confirmation that the implen:enting date has been met and a description of the system.
If the prompt notification system has not been installed, provide a description of the compensating actions that are being taken to fulfill the aforementioned rule until the system is innalled.
Additionally, if there has been any unforeseen procuremer.t or other problems please advise us of the schedule for installation, a description of the system, and a description or listing of the problems that are hindering implementation.
For licensees that have not met the July 1,1981 date, the NRC will determine whether action should be taken under 10 CFR 50.54(s).
We expect that the Federal Emergency Management Agency Will review the adequacy of the system by evaluating the results of an act'ual system test, probably during the next joint exercise of your facili with offsite authorities.
This request for information wa3 approved by the Office of Management and Budget under Clearance Number.3160-0011. The approval expires September 1981.
