Dear Sir:

Pursuant to Section 50.59 of the Commission's Rules and Regu1ations, the Yankee Atomic Electric Company hereby requests the authorization to make the following additional Technical Specification changes to those submitted in Reference (b).

PROPOSED CHANGE:

Reference is made to the Yankee Plant Operating License No. DPR-3.

We propose to modify the license as follows:

1.

Replace page 2-6 with the attached revised page 2-6 (Note: This change supercedes the change submitted in Reference (b)).

2.

Replace pages 3/4 5-5 and 3/4 5-6 with the attached revised pages 3/4 5-5 and 5-6.

3.

Replace page 5-4 with the attached revised page 5-4.

REASON AND BASIS FOR CHOGE:

1.

We propose to adjust the high main coolant pressure trip setpoint to less than or equal to 2300 psig. This change is necessary to select a higher set pressure to preclude the possibility of inadvertent reactor trips due to surveillance testing of secondary side equipment and conditions resulting from normal plant load reductions.

2.

A plant modification is being implemented this outage to add dual contactors to SI MOV-46 (HPSI flow contral valve). This change allows operational flexibility to permit throttling operation of this 8107150010 810708 tb g

Dual contactors are used to prevent inadvertent operation of this valve by requiring two independent manual operator actions, as was similarly done and accepted in Proposed Change #160 (Reference (c)).

Two hafnium control rods were replaced this outage as discuased in Reference (d). The Technical Specification changes are necessary to indicate all 24 control rods consist of silver, indium and cadmium absorber clad with Inconel.

SAFETY CONSIDERATION:

Based on the considerations contained herein, it is concluded that there is reasonable assurance that operation of the Yankee Rowe plant consistent with the proposed Technical Specifications will not endanger the healch and safety of the public. This proposed change has been reviewed by the Nuclear Safety Audit and Review Committee.

FEE DETERMINATION:

This proposed change is a supplement to those changes submitted in Reference (b) for which c $12,300 fee has already been submitted.

SCHEDULE OF CHANGE:

These changes to the Yankee Rowe Technical Specifications will be implemented upon Commission approval. A timely review and approval of this submittal consistent with our schedule for Core XV startup would be appreciated.

Core XV is scheduled to commence on or about July 24, 1981.
