Dear Mr. Kane:

We have reviewed the Final Environmental Impact Statement (FEIS) on the operation of Virgil C. Summer Nuclear Station (Unit #1) in Fairfield County, South Carolina, and find it responsive to the comments submitted by EPA on the Supplemental DEIS (November 1980) and the DEIS (August 1979).

Specifically, we find the FEIS significantly improved over the DEIS in that it provides a discussion and comparison of radiological risks from accident release and normal operational releases. As we stated in our comment letter on the Supplemental DEIS,'we believe the discussion vi accident scenerios in site specific EIS's is a positive step forward.

Sincerely yours hn E. Hagan 1, P. E.
