. et ENCLOSURE COHMENT ON LACROSSE TRAINING AND QUALIFICATION pLAii 1.1 The requirement of Appendix B, I (A)(b)(2) states' that individuals employed or assigned in an armed capacity must be 21 years of age or older.
This requirement is based upon the high level of responsibility associated with the job duties of armed personnel as determined during the rulemaking process. It should be noted that unarmed security personnel may be under 21 years of age. Moreover, a full two years from the date of plan approval is allowed in thirh to complete qualification of armed security personnel.
The plan should therefore be revised to commit to having all anmed members of the security force meet the :riterion of 21 years of age, e
