Dear Sir:

The following contains the response to your letter of Dec. 22, 1980, Sec. 2.1.:

Response to 2.2.1; 2.1.3a and 2.1.3b:

Equipment verification of PNPS areas where heavy loads (NUREG 0612, Sec.1.2) are moved indicate that only the Reactor Building Bridge Crane operates where a drop could affect a system or component concerned with plant shutdown or decay heat removal.

Safe load paths have been developed in accordance with Sec. 5.1.1.(a), NUREG 0612.

These load paths are incorporated into a number of procedures and are shown in corresponding layout drawings (Enclosure I) prepared for this purpose.

In addition to identifying safe load paths, the procedures indicate the equipment needed, the proper steps in safe handling, and any special precautions necessary to fulfill the requirements of Sec. 5.1.1.(2).

These procedures and drawings shall be implemented by July 15, 1981.

Load path markings are not painted on the refuel floor because they would be o bscured by material placed there during refueling, vitiating their purpose.

Response to 2.1.3c:

A comprehensive index (Enclosure II) of loads and their frequency of movement has been compiled and shall be available to PNPS personnel. This index tells, in addition to the previously named items, the following: Physical dimensions of the load, weight, applicable procedure (s) and load path drawings, lifting equipment to be used, and the load's spacial relationship to the fuel.

A verification program dealing with the requirements referenced in 2.1.3d and 2.1.3f is still in progress. Due to the multiplicity of tasks and the limited time frame allowed, we regret that the required verifications were not completed in time for this response. The tentative date of completion is September,1981.

Response to 2.1.3e:

. The inspection, testing and maintenance requirements of Sec. 5.1.1.(G) are adequately met in existing PNPS maintenance procedures.

Response to 2.1.3g:

A training program consisting of visual and verbal instruction, followed by actual crane operation and performance appraisal has been implemented. This program is in accordance with Chapter 2-3 of ANSI B30.2-1976.

All current operators of lifting equipment have had prior instruction and experience with it; nevertheless, all have been or are to be processed through the program.

The physical requirements of Chapter 2-3 ANSI B30.2-1976 are met and documented by Boston' Edison's Nuclear employee's physical examination.
