Dear Sir:

Y i

\A 4'

Subject:

Oyster Creek Nuclear Generating Station P ,

Docket No. 50-219 ro Mark I Containment As you are aware, a meeting was held on May 22, 1981 between your staff and the " Mark I Owners Group." At that meeting your staff requested that each licensee provide you with a Status Summary of the Mark I modifications that have been or will be made at the licensee's facility.

General Electric Company has provided a standard Status Summary Sheet to be used by all Mark I Owners. We have completed these foms for the Oyster Creek Station and have provided them as an attachment to this letter.

It is our goal to complete all modifications prior to fuel cycle 10. Ilowever, it should be noted that no firm schedule can be made for the " attached piping" analyses and modifications at this time. The reason for this is the input to the

" attached piping" analysis is dependent upon the results of the torus analysis wi h all modifications incorporated. Also it has been our experience that certain minor changes may be required to previously installed Mark I Modifications as a result of the Plant Unique Analysis. I# it becomes apparent that all modifications cannot be completed before feal cycle 10, we will notify you.

If you should have any further questions regarding this matter, please contact Mr. James Knubel, (201) 299-2264.

Very truly yours,

,2 7 s Philip R./ ark Vice President Deputy Chief Operating Executive

O GENERAL NOTES When reviewing the attached containment modification status summary sheets, it should be noted that an extensive support effort is needed with each entry to the torus suppression chamber. While an individual modification may not appear to involve a large effort on its own, when considered with the support effort, the implementation of the modification invol-ves considerable preplanning and scheduling. The following list tabulates the principal items in the support effort:

TYP7 CAL SERVICES AND MODIFICATIONS NEEDED TO SUPPORT CONTAINMENT MODIFICATIONS e Temporary ventilation system in torus and torus room, e Reactor building per.ecrations for air supplies and weld-ing leads.

1 e Temporary diesel. generators and supply and distribution system for lighting, welding, etc.

e Decontaminate and coat the torus room.

e ,Recoat the torus shell after welding.

1 e Cutting access holes through reactor building.

O DEFINITIONS FOR CATEGORY OF MODIFICATION A MAJOR modification is any torus shell and support system, or quencher installation which is required to either significantly reduce hydrodynamic loads or significantly upgrade the pressure boundary integrity to restore the original margin of safety.

Torus attached piping is not covered by this definition.

A MINOR modification is any c'Ser modification within the total suppression pool system which is either not significant to re-storing the margin of safety on the containment pressure boundary, or whose failure would not directly compromise the integrity of

} the boundary.

Where a MAJOR modification has been completed and found to need further modification this rework shall be considered as a MINOR modification noting any appropriate remarks in the remarks column.

TORUS ATTACI!ED PIPING is treated as a separate category.
