Docket Nos. 50-277 PHILADELPHIA ELECTRIC COMPANY  : 50-278 APPLICATION FOR AMENDMENT OF FACILITY OFERATING LICENSES DPR-44 & DPR-56 Philadelphia Electric Company, Licensee under Facility Operating Licenses DPR-44 and DPR-56 for Peach Bottom Units 2 and 3, hereby requests that the Technical Specifications contained in Appendix A of the Operating Licenses be amended by revising certain sections as indicated by a vertical bar in the margin of attached pages 61 and 63, and by adding page 93a.

High main steam flow instrumentation and high main steam line tunnel exhaust duct temperature instrumentation are provided to detect a breach in the main steam line. Trips are provided by these instrumentation systems to initiate isolation of the main steam system which in turn results in a reactor

scram. This amendment application involves the Technical Specification requirement that the main steam line tunnel exhaust high temperature instrumentation be set to trip at 200 degrees F.

Upon loss of the reactor building ventilation system, radiant heating in the vicinity sf the main steam lines raises the ambient ten.perature above 200 degrees F. Restoration of the main steam line tunnel ventilation flow momentarily exposes the temperature sensors to high temperature air. Experience has shown that this momentary temperature increase could cause an unnecessary main steam line isolation and reactor scram.

Licensee is proposing that the Technical Specifications be revised to permit an increase in the main steam line tunnel exhaust temperature trip setpoint to 250 degrees F for a period of up to 30 minutes to accommodate a startup of the reactor building ventilation system, thus avoiding an unnecessary plant transient. While the response time for sensing a steam leak would be increased during the temporary setpoint adjustment, the main steam line tunnel exhaust temperature detection system would retain its function of providing a trip for a 1 to 10% steam leak (original design criteria). Justification for this amendment application is based on the safety benefits of minimizing

pressure and temperature transients of plant systems, the low probability of a steam Jine leak during the temporary change in setpoint, and the ability of the temperature trio at the higher setpoint of 250 degrees F to limit the reactor coolant release to levels less than the release for the design basis steam line break.

Since the proposed changes to the Technical Specifications involve a single safety issue, and do not involve a significant hazards consideration, pursuant to 10 CFR 170.22, Philadelphia Electric Company, for fee purposes, proposes that the Application for Amendment be considered a Class III Amendment for Unit 2 and a Class I Amendment for Unit 3.

The Plant Operation Review Committee and the Operation and Safety Review Committee have reviewed these proposed changes to the Technical-Specifications, and have concluded that they do not involve an unreviewed safety question or a significant hazard consideration; and will not endanger the health and safety of the 4

public.

Restoration of the main steam line tunnel ventilation flow momentarily exposes L1e temperature sensors to high gas temperatures. The momentary temperature increase can cause an unnecessary main steam line isolation and reactor scram.

Permission is provided to increase the temperature trip setpoint to 250 degrees.F for 30 minutes during restoration of ventilation system to avoid an unnecessary plant transient.
