Enclosed please find the microfiche collection of Nuclear Regulatory Commission Issuances, (NRCI,) which we discussed on the telephone this morning.
The collection includes NRCIs from January 1975 through January 1981 (the most recent issue) as well as the previous version of this publication, Atomic Energy Commission Reports, (AEC Reports,) published from October 1956 to January 1975.
There is no separate index to the AEC Reports, but each monthly volume includes an index in the back.
There are separate indices for the NRCIs.
You will find the microfiche indices to them in a separate section of the collection preceding the NRCI microfiche.
I am also enclosing hardcopy versions of the NRCI indices to date, for your convenience, as well as a short description of the NRCI Series.

NUCLEAR REGULATORY COMMISSION ISSUANCES (NRCI)--NUREG-0750 The NRCIs, published monthly, contain issuances of the Nuclear Regulatory Commission and its Atomic Safety and Licensing Appeal Boards, Atomic Safety and Licensing Boards, and Administrative Law Judge.
Atomic Safety and Licensing Boards are authorized by Section 191 of 1
the Atomic Energy Act of 1954. These Boards, comprised of three members conduct adjudicatory hearings on applications to construct and operate nuclear power plants and related facilities and issue initial decisions which, subject to internal review and appellate procedures, become the i
final Commission action with respect to those applications.

drawn from the Atomic Safety and Licensing Board Panel, comprised of lawyers, nuclear physicists and engineers, environmentalists, chemists, and economists. The Atomic Energy Comission first established Licensing Boards in 1962 and the Panel in 1967.
Beginning in 1969, the Atomic Energy Comission authorized Atomic Safety and Licensing Appeal Boards to exercise the authority and perform the review functions which would otherwise have been exercised and performed by the Comission in facility licensing proceedings.
In 1972, the Comission created an Appeal Panel, from which are drawn the Appeal Boards assigned to each licensing proceeding. The functions performed by both Appeal Boards and Licensing Boards were transferred to the i
Nuclear Regulatory Comission by the Energy Reorganization Act of 1974.
Appeal Boards represent the final level in the administrative adjudicatory process to which parties may appeal. Parties, however, are permitted to seek discretionary Comission review of certain board rulings. The Comission also may decide to review, on its own motion, various decisions or actions of Appeal Boards.
The Comission also has an Administrative Law Judge appointed pursuant to the Administrative Procedure Act, who presides over proceedings as directed by the Comission.
Issuances include opinions, decisions, denials, memorandums and orders, and orders.
Issuances are referred to as follows: Comi ssion--CLI,
Atomic Safety and Licensing Appeal Boards--ALAB, Atomic Safety and Licensing Boards--LBP, Administrative Law Judge--ALJ, Directors I
Denial--DD, and Denial of Petition for Rulemaking--DPRM.

Indexes to the monthly NRCIs are published quarterly and cumulated semiannually.
In addition, the paper-bound monthly publications and the indexes are compiled semiannually and published in hard-bound volumes.
