We have reviewed your letter of March 9,1981 in reference to the inspection conducted at North Anna Power Station on February 2-5, 1981 and reported in IE Inspection Report No. 50-338/81-04.

Our responses to the specific infrac-tions are attached.

We have determined that no proprietary information is contained in the report.

Accordingly, the Virginia Electric and Power Company has no objec-tion to this inspection report being made a matter of public disclosure.

The information contained in we attached pages is true and accurate to the best of my knowledge and belief.

NRC COMMENT 10 CFR 50," Appendix B Criterion VII as implemented by Topical Report VEP-3-A Section 17.2.7 requires in part that. material received at the Station be inspected to assure that it meets specification requirements, code or other purchasing documents.

Section 7, paragraph 5.1 of VEPCO Nuclear Station QAM requires receipt inspection be performed on material upon its arrival at the Station for manufacturing documentation.

Contrary to the above, receipt inspection had not been performed and quality records were not on hand for 309 stainless bare wire weld material used on safety related field welds.

This is a Severity Level VI Violation (Supplement II.F.).

RESPONSE

1.

ADMISSION OR DENIAL OF THE ALLEGED VIOLATION The Notice of Violation is correct as stated.

2.

REASONS FOR THE VIOLATION The material was obtained from the construction site warehouse in 1977 for non-safety related use.

Therefore, it was not processed through the QC receipt inspection program.

Sin'ce that time, all Station personnel involved in material procure-ment or transfers have been instructed via a memorandum issued by l

the Station Manager (March 15, 1979) and by a revision to the Nuclear Power Station QA Manual (July 23, 1979) to ensure that all material being brought to the Station be processed through the storeroom or warehouse with the proper notification to the QA Department.

The material in question was subsequently receipt inspected.

Adequate documentation was obtained and the material found entirely acceptable for safety-related use.

4.

CORRECTIVE STEPS WHICH WILL BE TAKEN TO AVOID FURTHER VIOLATIONS An inventory of all welding material located in areas other than the storeroom or warehouse will be conducted to ensure that all material has been properly receipt inspected.

5.

DATE WHEN FULL COMPLIANCE WILL BE ACHIEVED Full compliance will be achieved on or about May 1, 1981.

NRC COtefENT 10 CFR 50, Appendix B, Criterion II as implemented by Topical Report VEP-3-A Section 17.2.2.7 requires in part that Station personnel engaged in activities affecting quality of structures are indoctrinated in Station procedures required in the performance of their respective duties.

Contrary to the above, a written program whereby welders would be instructed / indoctrinated on work and QA/QC procedures important in the performance and quality of their work did not exist.

This is a Severity Level V, Violation (Supplement I.E.).

RESPONSE

1.

ADMISSION OR DENIAL OF THE ALLEGED VIOLATION The Notice of Violation is correct as stated.

2.

REASONS FOR THE VIOLATION The training for welders, in the area of the activities that affect the quality of structures, is primarily on-the-j ob training and General Employee Training.

As such, this program is not written nor documented.

3.

CORRECTIVE ACTION TAKEN AND RESULTS ACHIEVED A training program for welders, concerning Quality Control practices and other activities that affect quality, will be written and admin-intered to all welders performing work at North Anna Power Station.

4.

CORRECTIVE STEPS WHICH WILL BE TAKEN TO AVOID FURTHER VIOLATIONS All Vepco welders arriving on site during outages will be indoctri-nated in accordance with the training program prior to starting work.

5.

DATE WHEN FULL COMPLIANCE WILL BE ACHIEVED The training program will be written by June 1, 1981 and implementa-tion will begin at that time.
