Crystal River Unit 3 Docket No. 50-302 Operating License No. OPR-72 Post-FTMI Requirements for the Emergency Operations Facility (Generic Letter 81-10)
Dear Mr. Eisenhut:
In response to your letter dated February 18, 1981, Florida Power Corpo-ration offers the following response.
Our response addresses commit-ments to implement Emergency Response Facilities at the Crystal River Unit 3 site.
Construction of our Technical Support Center is well underway.
The TSC is expected to be fully functional by October 1,1982, per the guidance of NUREG-0696 and NUREG-0737 (Item III. A.1.2).
By June 1,1981, FPC will furnish a description of the Technical Support Center for your revi ew.
Due to your deferral of the siting requirements for the Emergency Opera-tions Facility, FPC had delayed its decision on the location of the E0F. We are presently in the process of selecting a location beyond the ten mile radius of Crystal River Unit 3.
We will provide a conceptual design description of the E0F by July 1,1981.
This schedule will allow FPC to also provide you with an exact location for the facility.
FPC proposes the completion of the E0F by October 1, 1982; however, should contingencies arise which may impact the schedule, you will be furnished with a revised completion date and a justification for the delay.

FPC will provide a description of the Operations Support Center by June 1, 1981.
The OSC will be fully functional per the guidance of NUREG-0696 and fiUREG-0737 (Item III. A.1.2) by October 1,1982.
