Subject:

HPCI ROOM FLOODING At 10:15 a.m, April 14, 1981, flooding was visually identified in the HPCI room. Condensate Storage Tank level began dropping. About 155,000 gallons of water entered the HPCI room, filling it to a depth of about 10 feet. Partial reactor building evacuation was ordered. The flooding apparently actuated the HPCI room Cardox System. No fire has been detected. At 11:00 a.m.,

the reactor building was fully evacuated.

Initially, it was believed that the water was being contained in the HPCI rocm, but a report of leakage to the torus and reactor building was made by ENS telephone. The licensee and the Senior Resident Inspector (SRI) are responding. Cause of the flooding has not been determined. The reactor core is fully offloaded.

NRC Region I was notified by the SRI at 11:13 a.m.

The licensee plans to..'

issue a press release shortly. No NRC press release is planned; media inquiries will be answered. The Commonwealth of Pennsylvania has been,Y Q 4,r q' (
