The Comaissien has issued the enclosed Amencuent No. 5 to Facility Operating License No. R-79 for the University of Misscuri Research Reactor located at Rolla, Misscuri. This amendrent consists of changes to the license in response to your filing dated October 20, 1980.
This amendment revises the provisions in the license relating to the maximum quantity of special nuclear material which you are authorized to recalve, possess, and use in connection with the operation of your reactor.
In addition, in accordance with your request, this amendment itemizes the maxii.um quantities of high-enrich.' rent and low-enrichment urantun:-235 to be authorized.
It is our understanding that your reason for requesting authorization to pcssess and use both high-enrichtrent and Icw-enrichtrent uranium is to prc. vide for an eventual conversion of your reactor to operate with low-enrichment fuel. This type of conversion of non-power reactors is encouraged by current national policy.
A copy of the related safety evaluation for this license amendment is also enclosed.
