UgTEDSTATESNUCLEARREGULATORYCUMMISSION DOCKET NO. 50-302 FLORIDA POWER CORPORATION, ET AL NOTICE OF ISSUANCE OF AMENDMENT TO FACILITY OPERATING LICENSE The U. S. Nuclear Regulatory Commission (the Comission) has issued Amendment No. 37 to Facility Operating License No. DPR-72, issued to the Florida Power Corporation, City of Alachua, City of Bushnell, City of Gaines-ville, City of Kissimee, City of Leesburg, City of New Smyrna Beach and Utilities Commission, City of New Sqyrna Beach, City of Ocala, Orlando Utilities Comission and City of Orlando, Sebring Utilities Cornission, Seminole Electric Cooperative, Inc., and the City of Tallahassee (the licen-sees) which revised the Technical Specifications for operation for the Crystal River Unit No. 3 Nuclear Generating Plant (the facility) located in Citrus County, Florida. The amendment is effective as of the date of is-suance.
This amendment modifies the Appendix B Technical Specifications to delete certain nonradiblogical surveillance requirements that are adequately covered l
by Section 402 of the National Pollutant Discharge Elimination System (NPDES) Permit.
The application for the amendment complies with the standards and require-ments of the Atomic Energy Act of 1954, as ameaded (the Act), and the Com-mission's rules and regulations. The Connission has made appropriate findings as mquired by the Act and the Commission's rules and regulations in 10 CFR
- Chapter f, which are set forth in the license amendment.

The Comission has determined that since the surveillance require-ents are covered by the NPDES Permit, the issuance of this amendment will not result in any environmental impact and that pursuant to 10 CFR 551.5(d)(4),
f an environmental inpact statement or negative declaration and environmental i
impact appraisal need not be prepared in connection with issuance of this amendment.
For further details with respect to this action, see (1) the application for anendment dated April 23, 1980, as supplenented Decerter 31,19S0, (Change Request rio. 62), (2) Amendment No. 37 to License No. OPR-72, and (3) the Con-mission's letter to the licensee dated February 25, 1981.
