Dear Mr. Mattimoe:

By letter dated July 1,1980, we notified you of the discovery of Fuel Assembly (FA) Holddown Spring failures at the Davis-Besse facility, and requested information regarding these springs at the Rancho Seco facility.

We have reviewed your response of September 4,1980, and consider that the matter of failed springs has been addressed satisfactorily in all respects except for future survaillance. In our review of all Babcock & Wilcox licensee submittals, at least one spring failure (at Crystal River 3) appears not to be related to material of improper metallurgical condition as in the case of the Davis-Besse spring failures.

We request that you submit the results of your visual inspection performed during this refueling outage and report any spring failures to us.
