NORTH ANNA POWER STATION, UNIT NOS. 1 AND 2 4

On February 19, 1981, a site visit to the North Anna Power Station was conducted by the Atomic Safety and Licensing Appeal Board Panel (ASLAP) and the NRC staff. The purpose of the site visit was to provide an opportunity for the ASLAP to observe and ask questioris of the Virginia Electric and Power Company (the licensee and the NRC staff regarding the replacement of the NA-1 Low Pressure (LP turbine rotor No. 2 with the TMI-2 LP turbine rotor No. 2.

A list of attendees is provided in the Attachment to this memorandum.

The site-visit was initiated at the NA Vistors Center where Mr. K. Conrad of the Westinghouse Corporation (W) provided a briefing on the manufacture and assembly of W LP turbine discs on rotor shafts and the basis for use of disc keyways in the assembly of LP turbine rotors. The phenomena of recent observed cracks in disc keyways was also discussed.

The meeting was then adjourned to the NA-1 & 2 Turbine Building where the ASLAP could observe and ask questions regarding the NA-1 LP turbine rotor No. 2.

The TMI-2 LP turbine rotor No. 2 had not yet arrived on site and was delayed in transit at Front Royal, Virginia. Also, a plant tour was made of safety-grade plant systems and buildings with respect to the orientation of the NA-1 & 2 turbines.

The meeting was reconvened to allow the ASLAP to ask additional questions from the licensee and NRC staff for clarifying the Turbine Missile Issue and the staff's reevaluation of the time interval for reinspection of W turbines based o.1 the new crack growth data'frem the LP turbine at the Joseph M. Farley Nuclear Plant, Unit 1.

0..ce the ASLAP had completed its site visit, the NRC project manager met with the licensee (Mr. R. Cartwright - Station Manager and Mr. D. Lippard) to dis. cuss the items listed below:

A discussion and update was provided to the licensee regarding active ongoing actions as specified in the NRC Technica1 Assignment Control System Status Report for NA-1 & 2 for Fiscal Years 1980 and 1981.

The NRC generic concern regarding Primary Coolant System Pressure Isolation Valves (WASH 1400 EVENT V) and forthcoming revisions in the NA-1 Technical Specificati as regarding periodic surveillance and limiting conditions of operat'on for the reactor coolant system pressure isolation valves was discussed with the licensee.

Forthcoming Plant Technical Specification changes for NA-l'& 2 regarding the charging pump cross connect modification required to provide alternate shutdown capability in the event a fire disables the charging pumps of one unit was discussed.

Licensing Event Report (LER) 81-002/03L-0 of December 31, 1980 was discussed wherein the Power Operated Relief Valve (PORV) was declared inoperable because of low nitrogen gas supply tank pressure.

(Nitrogen is used to provide the pressure necessary to maintain PORV's in an operable status for Modes 5 & 6). The licensee is implementing corrective actions to provide for an adequate supply of nitrogen.

The status of the licensee's multi-structure amplified response spectra analysis and modifications for NA-1 was discussed with the licensee.

The status of the on-going strveillance inspection of the NA-1 steam generators was discussed.

7.

The status of the NA-1 Powdex Demineralizers downstream from the Condensate 11ot well was discussed. These demineralizers are presently bypassed for.NA-1.

8.

The index of merit for the NA-1 secondary steam and water chemistry specifications indicates tight control.,

9.

Forthcoming licensing actions (near future) were discussed with the licensee.

10. The schedule for restart of NA-1 was discussed in light of delays in i

delivery of the TMI-2 LP rotor No. 2.

(Best estimate at this time is mid-March to late-March.)

i Items 2, 3, 4, 5, 9 and 11 had previously been discussed with the NRC I&E resident inspector, Mr. T. Webster, while touring the plant.
