MISSISSIPPI POWER & LIGHT COMPANY - ORGANIZATIONAL CHANGES D
'S Your January 27, 1981 letter transmitted recent changes made by MP&L's opera-tional QA organization for its Grand Gulf Nuclear Station.
We have reviewed these changes and find that they do not meet the reporting re-quirements of Criterion I in Appendix B to 10 CFR 50.
It is a staff position that the individual that retains the overall authority and responsibility for the QA program is at the same or higher organization level as the highest line manager directly responsible for perfonning activities affecting quality. Ac-cordingly, please justify why the Manager of Quality Assurance is not reporting to a higher management level similar to the reporting level for the Director, Purchasing and Stores and the Site Manager.
In addition, identify the position, which is free from non-QA duties, onsite that is responsible for assuring the implementation of the QA activities asso-ciated with preoperational and startup testing and plant turnover. Also, des-cribe the interface role between the Plant Quality Superintendent and the Manager of Quality Assurance on matters relating to quality assurance.
Your response to this request should be submitted within two weeks following receipt of this letter.
